Key Legal Requirements for Fire Doors in Flats
Fire doors in UK flats are governed by the Regulatory Reform (Fire Safety) Order 2005 and the Fire Safety (England) Regulations 2022, which clarify that flat entrance doors opening onto communal areas are within the scope of fire safety legislation.
Responsible persons, such as landlords or managing agents, must ensure that fire doors provide adequate protection and are maintained in good working order.
For buildings over 11 metres in height, quarterly checks of communal fire doors and annual “best endeavour” checks of flat entrance doors are mandatory. These checks focus on ensuring doors are undamaged, self-closing mechanisms function correctly, gaps are within limits (no more than 4mm), and intumescent strips and smoke seals are intact.
Fire Door Specifications and Compliance
Flat entrance doors must typically be FD30S rated, meaning they offer 30 minutes of fire and smoke resistance, and must be self-closing with intumescent strips and smoke seals.
The doorset, including the frame, hinges, and hardware, must be certified to the same fire resistance level as the door itself. While certification and modern standards are important, a door that met fire safety standards when the building was constructed generally remains compliant if it is undamaged and functional, even if it lacks current certification.
Replacing a fire door with a non-fire-resisting door is not permitted, and any alterations must be approved by the responsible person to ensure they do not compromise fire safety.
Information and Maintenance Responsibilities
Responsible persons are required to provide residents with information about the importance of fire doors, including keeping them closed, not tampering with self-closing devices, and reporting any damage. This information must be given to new residents and refreshed annually.
Failure to comply with fire door regulations can result in unlimited fines, criminal prosecution, and invalidation of insurance policies.
Regular inspections and maintenance are crucial, and any identified faults must be addressed promptly by a competent person to ensure ongoing compliance and resident safety.
